    Steps:  

    • Select the “Actual Cost” column and go to Conditional Formatting > New Rule.  
    • Choose “Format cells based on their values.”  
    • Apply a rule such as:  
    • =D2>C2  
    • Set a red fill to indicate overspending.  
    • Create additional rules to highlight under-budget areas with green fills.
